What it would cost, and what we have left out.
A working model for a two-million population: the operational products, governance and assurance, and a single record. Our prices are stated, everything specific to you is an input, and the exclusions are on the page rather than in a footnote.
The editionsTalk to usOne health economy of two million people
Three things bought together: the operational products at national-platform parity, governance and assurance, and a single record across primary care, community services, mental health, social care, pharmacy and dentistry. Change the population and every figure below moves with it.
People covered. The Population Platform is priced per head and includes governance and assurance for the same scope, with no double charge.
£
Deliberately blank. Salary, on-costs, pension and overhead as your own ledger carries them. We have not pre-filled a national average: this build environment cannot reach a source for one, and your finance system is a better source than any figure we could type here.
£
Licence and support on the systems this would replace, across the economy. Your contract register has it; we do not.
£
Interface engines, middleware licences and the hosting those systems carry. Not the hosting commvita itself needs, which is excluded and stays yours.
These two are the largest displaced cost in most business cases and the model would understate its own argument without them. They are blank for the same reason everything else buyer-specific is blank.
What you would pay us
These are the only figures on this page that commvita asserts. They come from the commvita customer pricing guide.
£1 per Commvita Flow Edition instance
One Commvita Flow Edition instance is one deployment for your organisation, with every environment included — production, test, training and disaster recovery. Not per seat, not per environment, not per site. Perpetual licence, self-hosted — the operational products at national-platform parity. It is not free, and optional paid support is a separate line.
£28–55 per employee, per year
Banded by workforce with anti-cliff floors. It holds no patient records, so there is no clinical certification gate. Included in the Population Platform for the same scope — you are not charged twice.
£1.00–3.50 per head, per year
The whole clinical platform, governance included. This is the line that applies to a whole population.
—
Where you sit inside the band depends on the workforce and population bands in the pricing card. The band table itself is not published in this repository, so this page shows the range rather than picking a number inside it. Ask for the pricing card to close the range.
£480k
A 12,000-staff trust on Governance & Assurance, against the £400–700k it already spends across eight separate governance products. Kept here so the bands can be checked against something rather than taken on trust.
The half of a total cost of ownership that suppliers leave out
None of this is billed by commvita, and all of it is real money. A business case that omits it is beaten a year later by the costs nobody put in it.
Infrastructure and hosting
- Compute, storage, network and backup. commvita is self-hosted by design — on your infrastructure or in your own cloud tenancy — so that bill goes to you and not through us.
- Disaster recovery and a second site, where your resilience policy requires one.
- Connectivity to national networks, and any charge that carries.
- A commvita-hosted option exists and is priced separately. It is not in the figures on this page.
Third-party licences commvita cannot grant
- SNOMED CT, licensed through a national affiliate arrangement in your own organisation’s name — free at the point of use in Member and low-income countries, which is exactly why commvita treats the edition as a per-jurisdiction binding rather than shipping one and assuming it fits.
- ICD-11, LOINC and the wider ATC set, each pending a licence from its publisher. The adapters and the per-jurisdiction binding are built; what is outstanding is the licence and its credentials.
- Any commercial terminology server, if you choose one over the national service.
Implementation and change
- Data migration from the incumbent systems, which is scoped against what those systems will actually export rather than against what they hold.
- Configuration and jurisdiction profile sign-off. The profile is a governed record, and its mandatory domains need a NAMED person to accept accountability. That person is yours, not ours.
- Training delivery and, more materially, the backfill while people attend it. The platform ships the learning record; it does not ship the cover.
- Business change and process redesign, which is where a consolidation either lands or does not.
Assurance you must hold yourself
- Clinical safety officer time under DCB0129 and DCB0160. A hazard stays open until a named clinical safety officer records a decision, and that is an accountable human act rather than a workflow step.
- Your DPIA, your information governance sign-off and your Caldicott review.
- Organisation-level certifications commvita does not hold and does not claim — DAPB4121 at organisation level, TEFCA participation, ONC certification. Each is obtained by the deploying organisation.
Support, and the things people forget
- Support is optional and separately priced on Flow. The £1 buys the licence, not a service desk.
- Your own internal team. A platform still needs administrators, and this model reduces effort rather than removing it.
- Third-party charges for access to systems you already pay for.
Estimated, not measured — and the difference matters
Every figure in this table is a MODELLING ASSUMPTION. commvita launches with no deployment behind it, so there is no realised reduction to cite and we are not going to invent one. Replace the establishment column with your own figures and argue with the percentages: each line names the capability that displaces the effort, so there is something to argue with.
Read the pre-filled column as one organisation, not one economy
The whole-time equivalents below are an order of magnitude for a single large provider. A two-million-population health economy is normally several providers plus primary care, community services and a commissioner, so the economy-wide establishment is a multiple of what is shown. Replace the column with your own figures before anyone quotes the total.

|---|---|---|---|---|
| Interface engineering and support One platform reading one record, so the seams between the point systems — and the interfaces, assurance cases and infrastructure each seam required — are not there to maintain. Integration Engine · EPR Hub · PulseGrid | — | |||
| Manual reconciliation and re-keying One person spine and one record, so a fact recorded in one setting is the same fact in the next rather than a row somebody copies across. Person spine · Whole Person Record · EMPI | — | |||
| Statutory return preparation Returns computed from the record against deadlines the platform derives, rather than assembled by hand into a spreadsheet each period. Report Registry · Aggregate Indicator Reporting | — | |||
| Governance and assurance administration One risk source of truth with operational, corporate and board views over it, instead of eight registers reconciled by meeting. Golden Thread · Corporate Risk · BAF · WORM audit | — | |||

| Value of released effort, per year | enter a cost per whole-time equivalent above | |||
Released is not the same as removed. Most organisations redeploy this capacity into work they are currently unable to do; a business case that assumes redundancies should say so explicitly, because that is a different decision with a different cost.
Platform cost against effort released
—
The Population Platform range at this population. Hosting, licences, implementation and support are excluded — see above.
—
What you enter above as turned off and retired. Usually the largest single line, and the one a business case is won or lost on.
—
An assumption, not a measurement. It moves entirely with the two columns you control.
—
Enter a cost per whole-time equivalent to complete the arithmetic. Neither side of this is a quotation: the platform side is a published range with the band table withheld, and the effort side is an assumption you have set.
Stated rather than filled in
Three gaps, and why each is a gap rather than an oversight
The band tables. The pricing card publishes ranges — £28–55 per employee and £1.00–3.50 per head — and the workforce and population bands that place an organisation inside them are not published in this repository. This page therefore shows the range and does not pick a point inside it, because a single confident number would be the more useful thing to write and the less true one.
Every buyer-specific cost. Cost per whole-time equivalent, current licence spend, hosting and current establishment are all inputs, because this build environment cannot reach a source for any of them. Your ledger and your establishment are better sources than a national average in any case.
Realised savings. There are none to cite. The 80% figure on the rest of this site is an ambition for total cost of ownership and is worded that way everywhere it appears, including here. commvita launches today; nobody has banked it, and this page will keep saying so until somebody has.
commvita is not a medical device. Platform prices are from the commvita customer pricing guide; the measured platform figures (615 registry entries, 564 live, 0/116/278 cumulative edition capabilities) are read from the codebase at the moment this page was generated.
